Travel Alert: Measles Vaccine Requirement Not Yet Enforced for Entry into Honduras

Despite recent announcements and widespread news coverage regarding a new health requirement for travelers entering Honduras, the country’s Director of the National Institute of Migration (INM), Wilson Paz Reyes, has clarified that proof of measles vaccination is not yet being enforced at ports of entry. This reassurance comes amid confusion sparked by a national health alert and statements made by international organizations and media outlets.

Context: Health Alert Declared Amid Rising Measles Cases Globally

On June 27, 2025, the government of Honduras issued Executive Agreement 001-2025, declaring a national health alert in response to the global resurgence of measles. The agreement authorized the Health Ministry, Immigration, and Customs authorities to begin requesting proof of vaccination or a recent negative measles test for all travelers, whether national or foreign, arriving by air, land, or sea.

Reports from Honduran news outlets and an alert by the U.S. Embassy in Honduras further indicated that travelers would need to present either an updated vaccination card or a negative measles test taken within 72 to 80 hours of their arrival. The measures aim to prevent the spread of measles, particularly from countries experiencing active outbreaks such as the United States, Mexico, Brazil, Germany, and Spain.

Official Clarification: The Rule Is Not Yet Being Enforced

Despite the legal framework being in place, Director Wilson Paz Reyes issued an official clarification via social media and INM channels stating:

“The requirement for proof of measles vaccination is not yet being enforced for entry into the country. Should implementation begin, official channels, including INM and the Ministry of Health (SESAL), will issue timely announcements.”

This means that travelers planning to visit Roatan or any part of Honduras do not need to present proof of vaccination or a negative test—at least for now.

What This Means for Travelers to Roatan

If you're preparing for a trip to Roatan, either by cruise ship or air, you can proceed with your travel plans without concern about measles vaccination documentation—as of this writing.

However, due to the rapidly evolving nature of public health policies, it is highly recommended that travelers:

  • Monitor official Honduran government updates, including the INM and Ministry of Health websites or social media.

  • Follow guidance from the U.S. Embassy or your local consulate, especially if you're traveling from a country on Honduras' epidemiological watchlist.

  • Carry your vaccination card, especially if you were born after 2015, as requirements may change quickly.

School-Aged Children and Travel: Additional Measures

The national alert also includes provisions for Honduran children aged 1–10 years who plan to travel abroad. These children will not be allowed to exit the country without presenting a valid measles vaccination card. The rule does not apply to those born before 2015.

Similarly, all children attending public or private schools in Honduras may soon be required to present proof of vaccination as a condition for continued enrollment.

Why This Matters

Measles is a highly contagious disease that has seen a resurgence in recent years due to declining immunization rates and increased international travel. By preparing for enforcement of these measures, Honduras seeks to safeguard its population while minimizing disruption to tourism and travel.

Still, the government’s commitment to transparency—as shown by the public clarification from the INM director—helps ensure that travelers and residents alike are well-informed.

Bottom Line for Tourists

  • There is no active enforcement yet for measles vaccination documentation at Honduras' ports of entry.

  • Travelers to Roatan, one of the country’s most visited destinations, can currently enter without presenting a vaccine card or test result.

  • Stay informed, travel responsibly, and be ready for updates through official channels.
